AFFORDABLE HOUSING REVIEW COMMITTEE

(Multnomah County Ordinances 795 and 895)
Purpose: Make recommendations to the Board of County Commissioners regarding all disposition of tax foreclosed property for affordable housing under the procedures of the Affordable Housing Development Program.
Members/Terms: The Affordable Housing Review Committee shall be composed of representatives from the City of Gresham, the City of Portland, the Community Development Block Grant Urban County Policy Advisory Board, a philanthropic organization, the banking industry, the Citizen Involvement Committee and the Board of County Commissioners. AGRICULTURAL BOARD OF REVIEW

Purpose: Meets annually to advise County Assessor as to whether the figures and factors used to assess values of agricultural land are proper under ORS 308.345. Meet once a year.

ANIMAL CONTROL ADVISORY COMMITTEE

(Multnomah County Ordinances 738 and 752)
Purpose: Advise the Department of Environmental Services and affected jurisdictions on appropriate animal control service levels and funding mechanisms; cost effective service improvements; current regulatory issues involving the welfare of animals and the community; consistency of regulation across jurisdictions of current animal control codes; potential for making the current program more user fee supported through fees and/or taxes; state wide issues; potential for cooperation and coordination with private animal assistance agencies; budget priorities; and public information.
Members/Terms 14 Members - two representatives from city governments in the County including one from the City of Portland, one from the City of Gresham and one representing the remaining east County cities; one representative from the Oregon Humane Society; one representative from a non-profit organization interested in animal welfare; two citizen representatives from neighborhood and/or citizen involvement organizations (one citizen member must be a member of the Multnomah County Citizen Involvement Committee); one representative from the veterinarian community; one representative from the pet industry in Multnomah County; one volunteer Hearings Officer volunteer involved in Animal Control activities; one representative from staff of the Board of County Commissioners. AUDIT COMMITTEE

(Multnomah County Ordinances 660, 722, 761)
Purpose: Serve as a liaison between the Board of County Commissioners, the County's independent external auditor, and management, as their duties relate to financial accounting, reporting, and internal controls and compliance. Review accounting policies and reporting practices of Multnomah County as they relate to the County's Comprehensive Annual Report. Participate with management during the selection process of the external auditors.
Members/Terms: Seven members: County Chair or designee, one County Commissioner appointed by the Chair; County Auditor (non-voting capacity), one independent citizen who is a CPA appointed by the Chair, two independent citizens recommended by the Citizen Involvement Committee, County Finance Director (non-voting capacity). BOARD OF PROPERTY TAX APPEALS

(Oregon Revised Statutes 309.020)
Purpose: Hear petitions for reductions for real market or assessed value of property (as specified in ORS 309.026). Consider applications to excuse liability for penalty imposed under ORS 308.295.
Members/Terms: A pool of members of the County governing body or non-office holding County residents to serve in their place; a pool of non-office holding residents of the County who are not employees of the County or of any taxing district within the County; a pool of members of the governing body of a school district within the County. Appointed annually on or before October 15th.

CITY/COUNTY SUSTAINABLE DEVELOPMENT COMMISSION

(Established by County Ordinance No. 960, MCC Chapter 3, and Intergovernmental Agreement No. ___ dated ___ between Multnomah County and the City of Portland)
Purpose: Monthly meetings to advise and make recommendations to the Portland City Council and Multnomah County Board of Commissioners on policies and programs that create sustainable communities. Articulate and promote a long-range vision for sustainable communities. Promote collaboration among citizens, business interests, governmental agencies and community-based organizations to identify strategies leading to sustainable communities. Develop opportunities for all citizens to learn about values, principles, and practices that will bring about sustainable communities. Assist City and County personnel in the coordination of policies and actions creating sustainable communities. Conduct public meetings and hearings as necessary in compliance with public meeting laws. Meet annually with the Portland City Council and Multnomah County Board of Commissioners and submit a report on Commission activities.
Members/Terms: 17 members. Ten appointed by the Mayor of the City of Portland and confirmed by the Portland City Council. Seven appointed by the Multnomah County Chair and approved by the Multnomah County Board of Commissioners. All 2-year terms.

CITIZEN BUDGET ADVISORY COMMITTEES

(Multnomah County Ordinance 863)
Purpose: Act as advisory committees to all County Department Directors, Elected Officials and non-departmental programs; participate in County budget development and review. Meet regularly during County budget process.
Members/Terms: Each Citizen Budget Advisory Committee (CBAC) is composed of seven members appointed by the County Chair upon approval of the Board of County Commissioners. Membership is as follows: Positions 1,2,3,4 and 6 are nominated by the Citizen Involvement Committee; Positions 5 and 7 are nominated by the department or elected official. Committees shall represent the County departments, the Multnomah County Sheriff, the Multnomah County District Attorney, the Office of School and Community Partnerships, and Multnomah County Nondepartmental Programs. The Multnomah County Library Advisory Board shall function as the Library CBAC and the Community Health Council shall function as the Health Department CBAC. CITIZEN INVOLVEMENT COMMITTEE

Purpose: Inform residents of their opportunities and rights in the decision making process of all branches of County government. Create meaningful citizen involvement opportunities and integrate citizens into the decision making process.
Members/Terms: 15 volunteer members - 12 from specific commission districts and 3 recommended from County Boards and/or civic groups (at large). Nominees are passed forward by the Citizen Involvement Committee and appointed to 3-year terms by the County Chair with approval of the Board of County Commissioners. COMMISSION ON CHILDREN FAMILIES AND COMMUNITY

(Multnomah County Ordinance 921, MCC Ch. 3, 3.400.1-3.430.1, ORS 458.505, ORS 417.705 to 417.795)
Purpose: Develop and prepare in accordance with State law a comprehensive plan for the delivery of services to be provided for children and families in the County. Oversee the implementation of the plan and monitor the outcomes, including State and County benchmarks. Receive and distribute federal and State community services funds for the County. Ensure the effectiveness of community involvement in the poverty program planning process, review and approve local poverty program policy, and monitor and evaluate poverty program effectiveness.
Members/Terms: The CCFC will have a board of at least nine but no more than 33 members that reflect the diverse County population. One-third of the CCFC board will be elected public officials or their designees. At least one-third of the CCFC board members will represent persons in poverty in the County. The remainder of the CCFC board members will have a commitment to the well-being of children, youth and families. Appointed by the County Chair with approval of the Board of County Commissioners.

COMMUNITY HEALTH COUNCIL

(Required under federal guidelines - Title 42, Public Safety and Multnomah County Code 8.60.100, Multnomah County Ordinance 863)
Purpose: Assists and advises the County Health Department in promoting its vision of healthy people in healthy communities. Supports and guides the Health Department in its mission to provide comprehensive health care that is quality drive, affordable and culturally competent to the people of Multnomah County. Provides input and feedback to generally advise the development, implementation and evaluation of Health Department programs including, but not limited to all programs funded through the Federal Bureau of Primary Health Care. Also serves as the Citizen Budget Advisory Committee for the County Health Department.
Members/Terms: Can range from 9 to 25 members: consumers of County health programs constitute the majority; remaining members are health care providers and representatives of the community. Members are appointed to 3-year terms by the County Chair from nominees selected by the current Council with approval of the Board of County Commissioners.

CONTRACT COMPLIANCE AND RATE REGULATION COMMITTEE

Purpose: Review the response times and other performance requirements of the ambulance service contract. Make recommendations to the County EMS Administrator. Review all requests for rate adjustments and make recommendations to the County EMS Administrator. Initial rates in the exclusive ambulance contract will be verified and recommended to the Board of County Commissioners by the RFP Evaluation Committee, acting as the Contract Compliance and Rate Regulation Committee for Purposes of the initial review. Develop criteria to be used for rate adjustment decisions, to be approved by the Board of County Commissioners.
Members/Terms: Eight members: 1) a person with expertise in ambulance operations; 2) an attorney with health care expertise; 3) a person in the business of health care administration or health care financing; 4) an accountant; 5) an EMS provider not regulated by subchapter §6.33.5110; 6) a citizen residing within Multnomah County; 7) a representative from the City of Gresham; 8) a representative from the City of Portland. ELDERS IN ACTION COMMISSION

(formerly Portland/Multnomah Commission on Aging) (Intergovernmental Agreement with the City of Portland dated September, 1997)
Purpose: Assure a vibrant community through the active involvement of older adults.
Members/Terms: 31 Members - County Chair appoints with approval of the Board of County Commissioners, 1 consumer from each of the District Advisory Councils: East County, Southwest, Northeast and Southeast, Mid-County; 3 representatives from retired persons organizations; 6 at-large members; 1 consumer representing the disabled. Other members, not appointed by the County Chair, include 1 consumer from each of the 4 District Advisory Councils; 1 elected official; 5 representatives from retired persons' organizations; 6 at-large members. Membership to include at least 51% of persons over the age of 60, low income persons, racial minorities and adult disabled, at least proportionate to their numbers county-wide, and persons from urban and rural areas of the County. EMERGENCY MEDICAL SERVICES ADVISORY BOARD

Purpose: Approve proposed rules; consult with appropriate persons, departments, agencies and organizations and advise the director; review the policies and procedures of the Medical Resource Hospital(s) and report findings and recommendations to the Director.
Members/Terms: 3 physicians, interested and involved in pre-hospital emergency care, one each recommended from the following organizations: the Multnomah County Medical Society, the American College of Emergency Physicians, and MRH (Medical Resources Hospital); 1 physician recommended by the County Health Officer as a member at large; 1 nurse specializing in emergency care and recommended by the Emergency Nurses Association; 2 paramedics recommended by organizations representing paramedics. Purpose: Review tax foreclosed properties to determine suitability of properties for public use as open space, parks or natural areas and provide such information to governmental jurisdictions and other interested groups.

HOUSING AND COMMUNITY DEVELOPMENT COMMISSION

Purpose: The Housing and Community Development Commission (HCDC) is designated as the primary public forum for policy development, resource coordination and civic leadership to address the County's affordable housing problems. HCDC also provides coordination among the diverse public agencies that implement housing programs and serves as a centralized liaison between those agencies and the jurisdictions on issues regarding housing policy, goals, programs and related allocation of public funds.
Members/Terms: 15 Members. 9 appointed by the City of Portland. 3 appointed by the City of Gresham. 3 appointed by the Multnomah County Chair with approval of the Board of County Commissioners. Membership shall achieve a balanced citizen-based perspective embracing a high level of knowledge of and expertise in housing development, finance, management, social services, community affairs and consumer interests. Appointments shall take into account the income, racial, ethnic and cultural diversity of the community. All appointments shall be for 3-year terms.

MT. HOOD CABLE REGULATORY COMMISSION

(Intergovernmental Agreement with the Cities of Portland, Fairview, Wood Village, Troutdale, Gresham and Multnomah County, effective February 1993. Agreement with Rogers Cable Systems East signed May 20, 1983.)
Purpose: Monitor, regulate and supervise the operation of the cable communications systems. Serve as the jurisdictions' representative for regional, state or national cable communications matters. Grant authority, after approval of its annual budget, to allocate franchise fee revenue.
Members/Terms: Each jurisdiction appoints its representative to serve as its representative on the Commission; 1 member appointed by the County Chair with approval of the Board of County Commissioners. Members are appointed to serve 3-year terms; terms begin June 1. Members serve at the pleasure of the governing body of the jurisdiction appointing them.

PLANNING COMMISSION

Purpose: Act as the land use advisory body to the Board of County Commissioners for unincorporated Multnomah County. Recommend to the Board of County Commissioners, the adoption, revision or repeal of the comprehensive plan and the implementing measures needed to carry out the plan. Initiate actions under MCC Chapter 37, as amended.
Members/Terms: 9 Members - to represent the various demographic areas of Multnomah County. No more than 2 members to be engaged in the same kind of business trade or profession; no more than 2 members engaged principally in the buying, selling or developing of real estate for profit. REGIONAL ARTS and CULTURE COUNCIL

(Established by Intergovernmental agreement adopted February, 1995 between Multnomah County, the City of Portland, Clackamas County, Washington County and Metro to replace the Metropolitan Arts Commission)
Purpose: The Regional Arts and Culture Council (RACC) is the "arts and cultural agency with responsibility for the stewardship of public investment, and for serving citizens of the region by providing leadership, strategic planning, policy development, coordination, and financial support of the regional arts industry." RACC's four primary services are arts and culture in communities, public art, grants and technical assistance, and arts in the schools.
Members/Terms: The board of directors consists of 22 members. 6 directors are appointed by the Multnomah County Chair with approval of the Board of County Commissioners; 10 directors are appointed by the Mayor of the City of Portland; 2 directors are appointed by the Clackamas County Board Chair; 2 directors are appointed by the Washington County Board Chair; 2 directors are appointed by the Metro Executive. Appointed to 2-year terms expiring in September.

Purpose: Advise and make recommendations to the Portland City Council and the Multnomah County Board of Commissioners on policies and programs that create sustainable communities. Articulate and promote a long-range vision for sustainable communities. Promote collaboration among citizens, business interests, governmental agencies and community-based organizations to identify strategies leading to sustainable communities. Develop opportunities for all citizens to learn about values, principles, and practices that will bring about sustainable communities. Assist City and County personnel in the coordination of policies and actions creating sustainable communities. Conduct public meetings and hearings as necessary in compliance with the state public meeting law. Meet annually with the Portland City Council and Multnomah County Board of Commissioners and submit a report on the Commission's activities, achievements, plans for the upcoming year, and recommend changes.
Members/Terms: 17 members. Ten are appointed by the Mayor of the City of Portland and confirmed by the Portland City Council. Seven are appointed by the Multnomah County Chair and confirmed by the Board of County Commissioners. All appointments to the Commission are for two years.
